This is a casual opportunity for up to twelve (12) months.
Typical duties include:
- Investigates and resolves complaints of violations or non-adherence to the provision of municipal bylaws and related provincial statutes and regulations on private and public land and properties (i.e. Zoning Bylaw, Traffic Bylaw, Clean Property Bylaw, Noxious Weeds Act, etc).
- Inspects and investigates private land and building to ensure compliance with municipal bylaws and related regulations (ie: Regina Property Maintenance Bylaw, The Cities Act, etc.)
- Prepares complex correspondence and statistical reports pertaining to inspections and violations ensuring file information is organized and thorough including written documentation, photographs of scenes for evidence, interview notes and any other investigative functions completed in order to achieve compliance.
- Prepares correspondence and maintains organized files pertaining to building upgrades, inspections, tenders for the demolition of buildings and legal actions.
- Liaises with the Legal Department and the Police Department and initiates prosecutions if unable to obtain voluntary compliance and assists the City Prosecutor's Office in relation to disputes, claims including attending court as a witness on violations and criminal matters.
- Provides technical advice and interpretation of bylaws and regulations for the general public, appropriate Boards, lawyers, financial companies, contractors, property managers and various City departments on matters relating to the effective compliance of municipal bylaws and related provincial statues.
- Liaises with other City departments to ensure safe and proper action is taken in handling public and private property.
- Performs related duties as required. Coordinates inspection and compliance activities with other City departments (Regina Fire Department) and external agencies (Government of Saskatchewan, Health Region)
Candidates will be screened on the following criteria:
- Typically the knowledge, skills and abilities required are obtained through completion of a two (2) year diploma in Building Construction Technology, Architectural Technology or educational equivalent combined with three (3) years related experience working in a diverse enforcement and/or investigative environment including experience handling high stress, confrontational situations.
- Relevant training in enforcement procedures including courses in investigation and interviewing techniques, collecting and giving evidence, problem analysis, conflict resolution, and court procedures/judicial process, prosecution preparation and ethical conduct would be an asset.
- Demonstrated knowledge of related regulations and assigned civic bylaws as well as relevant sections of applicable provincial statutes.
- Knowledge of proper investigative and interviewing techniques, rules of evidence and court processes.
- Knowledge of safe working procedures and practices related to the work assigned.
- Ability to interpret and enforce civic bylaws, regulations and relevant sections of applicable provincial statutes with firmness, assertiveness, impartiality, using principles of ethical conduct ensuring consistency of application.
- Ability to interpret building construction plans, sketches, blueprints and specifications.
- Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations, written reports and one-on-one dialogue.
- Ability to work with considerable independence demonstrating sound decision making, time management and organizational skills, problem analysis, conflict resolution and mediation skills
- Ability to use windows-based computer software programs such as word processing, spreadsheets and email.
- Ability to work outdoors for extended periods of time as required by work assignments. Thorough knowledge of general construction methods for all types of buildings, accessory buildings and structures.

- Administration and Council, contractors, business and industry, special interest groups, government agencies and the general public.
Working/Other Conditions:
- Must possess a valid driver's license and have available the use of a vehicle (a travel allowance is provided).
- Must possess a Building Officials Class 1 License as set out in the requirements of the Uniform
- Building and Accessibility Standards Administration Regulations*Note: Testing may be done to evaluate knowledge, skills and abilities.*Note: As per the City of Regina Criminal Record Check policy, the above position has been identified as a "position of trust".
